Omer is one of Israel’s foremost attorneys in cooperative societies law, with over 30 years’ experience advising hundreds of kibbutzim and related associations nationwide. He provides ongoing legal counsel on the management of kibbutzim as unique cooperative societies and has exceptional expertise in guiding organizational change within the kibbutz movement. Omer has represented clients in landmark cases before the Supreme Court of Israel, shaping legal precedents on issues such as the absence of employer–employee relationships in "renewed kibbutzim", tax obligations in community associations, and the legally binding “determining date.”

Omer served on the Ministry of Economy’s Legislative Committee (2005–2012), contributes to drafting regulations in the cooperative sector, and works closely with the Registrar of Cooperative Societies. A sought-after speaker on pensions, mutual guarantee in renewed kibbutzim, and dispute resolution, Omer also serves as an arbitrator for the Registrar of Cooperative Societies and the Kibbutz Movement’s arbitration tribunal.
