After 50 years, Israel is abolishing the Supervision Order on Engagement in Encryption Means and transitioning to a modern export control regime adapted to internationally accepted standards (the Wassenaar Arrangement) and to the existing technological reality.
On November 20, 2025, an order was published abolishing the Supervision of Commodities and Services Order (Engagement in Encryption Means), 1974 ("the Encryption Order"). The abolition will take effect on March 21, 2026.
The Encryption Order dates back to a time when encryption was a unique and advanced technology. Today, encryption means are integrated into almost every technological product - from simple applications to complex cloud systems.
The unique Israeli control regime established a broad regulatory framework that is no longer suited to the current technological reality and imposed an unnecessary bureaucratic burden on many Israeli companies operating in the civilian sector.
The abolition of the Encryption Order is intended to reduce barriers and bureaucracy, to encourage and promote Israeli exports, while at the same time preserving the security and policy interests of the State of Israel.
